ABOUT THE PROJECT

The Ministry of Environment and Climate Change (MoECC), through the UGBAAD Project, is implementing Ecosystem-based Adaptation (EbA), land restoration, and climate resilience interventions across Somalia. The project supports sustainable landscape restoration, environmental protection, and community-based natural resource management in collaboration with Federal Member States (FMS), Landscape Management Committees (LMCs), FAO, and local communities.

OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to provide reliable transport services, qualified drivers, and field mobility support to facilitate supervision, monitoring, verification, coordination, and data collection activities related to EbA and land restoration interventions under Output 1.2.1.4.

SCOPE OF WORK
The selected service provider shall provide transport and driver services to support MoECC and partner institutions in implementing regular field supervision and monitoring activities. The assignment shall include:

• Provision of roadworthy vehicles with experienced drivers for field missions
• Support transportation for supervision, monitoring, and data collection missions
• Facilitate transport of technical teams to project sites across FMS
• Ensure timely mobility support for stakeholder consultations and awareness workshops
• Maintain vehicles in good mechanical condition throughout the assignment period
• Ensure availability of fuel, insurance, licenses, and safety equipment
• Maintain trip logs, vehicle movement records, and fuel consumption records
• Support transportation of monitoring teams working with Landscape Management Committees (LMCs)
• Ensure compliance with road safety and operational standards

EXPECTED DELIVERABLES

REQUIRED QUALIFICATIONS & EXPERIENCE

Eligible service providers must demonstrate the following:

• Proven experience in vehicle hire and transport logistics services
• Valid registration
• Qualified and licensed drivers with experience in field missions
• Technical capacity for professional audio production and broadcasting
• Valid business registration, TCC, and driver licenses

REPORTING REQUIREMENTS
The  selected service provider shall submit:

• Monthly transport utilization reports
• Driver attendance and movement records
• Fuel and maintenance records
• Incident and safety reports, where applicable
• Quarterly progress summaries

CONFIDENTIALITY & INTELLECTUAL PROPERTY
All  information, reports, monitoring data, and operational records obtained during the assignment shall remain the property of the Ministry of Environment and Climate Change (MoECC). The service provider shall maintain confidentiality and shall not disclose project information without written authorization.

Interested and eligible service providers shall submit the following documents as part of their application for the Transport and Drivers – Car Hire under LTA assignment:

• Technical Proposal describing the proposed approach, methodology, operational capacity, deployment arrangements, vehicle management approach, and implementation workplan for supporting field monitoring and data collection activities.
• Financial Proposal with a detailed budget breakdown, including vehicle hire rates, driver costs, fuel arrangements, logistics support, and any other operational costs.
• Company/Organization Profile including valid registration certificates, tax compliance documents, and legal establishment documents.
• Valid Transport Operation Licenses and Relevant Authorizations required for vehicle hire and transport service provision in Somalia.
• CVs and Qualifications of Key Personnel including drivers, transport coordinators, logistics officers, and technical support staff proposed for the assignment.
• List and Details of Available Vehicles including vehicle types, registration details, insurance status, and operational condition.
• Evidence of Previous Experience in providing transport, logistics, or vehicle hire services for government institutions, UN agencies, NGOs, or development partners.
• References from at Least Two Previous Clients for similar assignments, including contact details for verification purposes.
