  1. BACKGROUND

The Ministry of Environment and Climate Change (MOECC), Federal Republic of Somalia in partnership with the United Nations Development Programme (UNDP) and United Nation Environment Program (UNEP) with the support of the Global Environment Facility Enabling Activities for the Preparation of Second National Communication (SNC) under the United Nations Framework Convention on Climate Change (UNFCCC)”

The main objective of the project is to support the Federal Republic of Somalia to prepare and submit NC2 to the UNFCCC that comply with the United Nations Framework Convention on Climate Change (UNFCCC) reporting requirements while responding to national development goals. Parties to the United Nations Framework Convention on Climate Change Convention are required to submit national reports on implementation of the Convention to the Conference of the Parties (COP). The national reports are one of the main mechanism countries have in place to bring climate change related information to the attention of national policy makers, relevant institutions, the wider national audience as well as to multilateral and bilateral development partners.

Preparation of National Communications (NCs) and Biennial Update Reports (BURs) promote and facilitate exchange of information on measures adopted by Parties to address climate change and its effects, considering differing circumstances, responsibilities, and capabilities as well as, avail information to assist the Conference of Parties (COP) assess progress made towards achieving of the objective of the Convention. Besides submitting their National Communications (NCs) every four years, signatory countries to the Paris Agreement (PA), adopted at the 21st Conference of the Parties (COP) to the UNFCCC in December 2015, will be expected to submit Biennial Transparency Reports (BTRs) including a National Inventory Report every two years starting from December 2024, thus replacing the Biennial Update Reports (BURs) that non-Annex I parties have been submitting every two years.

2.       Objectives

The objective of this assignment, the consultancy is to prepare the detailed project implementation plan (PIP) to enable the Ministry of Environment and Climate Change Federal Republic of Somalia to submit the second National Communication report to the United Nations Framework Convention on Climate Change (UNFCCC).

3.       Scope of Work

Somalia is in process to of preparing the second National Communications (NCs) and Biennial Update Reports (BURs) promote and facilitate exchange of information on measures adopted by Parties to address climate change and its effects, considering differing circumstances, responsibilities, and capabilities as well as, avail information to assist the Conference of Parties (COP) assess progress made towards achieving of the objective of the Convention.

4.       Expected Outputs and deliverables.

With the joint guidance from the Ministry of Environment and Climate Change (MOECC), United Nations Development Programme (UNDP) Resilience ad Climate Change and the United Nation Environment Program (UNEP) the consultant will have the principal responsibilities to meet the expected results to present the detailed project implementation plan (PIP).

 

  • Proposing the methodology and the activities to be implemented.
  • Present the Detailed Project Implementation plan (PIP).
  1. Schedule of Payments

Payments will be made upon submission and joint approval of deliverables and upon submission of the certificate of payment in line with the schedule of payment.

6.       Timeframe / Duration

The contract duration is three months.

  1. Qualification:

Advanced university degree (preferably PhD) in any of the following: environment, climate change, international development, education, social policy, or related fields.

  1. Minimum years of relevant work experience:
  • At least 10 years of professional experience working with multiple stakeholders in the development, coordination or implementation of United Nation Convention of Climate Change UNFCCC strategies, policies, plans or projects.

    . Technical Experience:

  • Ten years of progressively responsible leadership and professional work experience at the national and international levels in the Environment and Climate Change, Social Sector Development, Planning, Public Policy, and Management of Social Development Programs. S/he has requisite in-depth-knowledge and comprehensive understanding of the environment and climate change sector Somalia context, its fundamental social indicators, its significant challenges, and its current development opportunities.
  • The candidate can confidently conceptualize, communicate, and represent environment and climate change sector priorities vis-à-vis the Somalia political leadership, the public, member states and development partners, and implementing agencies.
  • Fluency in English and Somali is required. Good knowledge of other languages is an asset.

 

  1. Languages:

Fluency in written and spoken English is required.

  1. Review and Amendments

This ToR may be amended with the agreement of the MoECC and International Consultant.  Any changes to the ToR must be documented in writing and signed by both parties.
