  1. BACKGROUND

The Ministry of Environment and Climate Change (MOECC) of the Federal Republic of Somalia, in collaboration with the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), is embarking on a project supported by the Global Environment Facility (GEF). This initiative focuses on the Enabling Activities for the Preparation of the Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC).

The primary aim of this project is to support Somalia in preparing and submitting its Second National Communication (NC2) to the UNFCCC. This submission will not only meet the reporting obligations set by the UNFCCC but also align with Somalia’s national development objectives. As a party to the UNFCCC, Somalia is obligated to periodically report on its efforts and progress in implementing the Convention’s mandates to the Conference of the Parties (COP). These national reports serve as a critical tool for conveying climate change-related information to a broad audience, including national policymakers, institutions, the general public, and international partners.

The process of preparing National Communications (NCs) and Biennial Update Reports (BURs) is instrumental in fostering an exchange of information about the diverse measure’s countries are taking to combat climate change and its impacts. This exchange considers the varying circumstances, responsibilities, and capabilities of each country and provides valuable data to help the COP evaluate the collective progress toward the Convention’s goals. Moreover, following the Paris Agreement, adopted in December 2015 at the 21st COP meeting, signatory countries are now expected to submit Biennial Transparency Reports (BTRs), including National Inventory Reports, every two years from December 2024. This new reporting framework replaces the Biennial Update Reports (BURs) previously submitted by non-Annex I parties every two years.

  1. Objectives / Scope of Work

The primary objective of this assignment is to lead the technical preparation of the Second National Communication (SNC) according to UNFCCC guidelines. This will involves collaborating with national stakeholders to ensure the timely and high-quality delivery milestones to enable the Ministry of Environment and Climate Change federal government of Somalia produce a thorough and accurate report that reflects the country’s climate actions and strategies following the UNFCCC guidance.

  1. Expected Outputs and Deliverables

Under the collaborative guidance of the Ministry of Environment and Climate Change (MOECC), the UNDP for Resilience and Climate Change, the consultant will be primarily responsible for achieving the desired outcomes by to producing a thorough and accurate Second National Communication report that reflects the country’s climate actions and strategies for the federal government of Somalia, this includes the below deliverable:-

  • Inception Report: Including a work plan, methodology, and timeline. This report will outline the overall approach to the project, including key activities, deliverables, and deadlines. It will also detail the methodology to be used for data collection, analysis, and reporting.
  • Draft SNC Report: Complete with all sections and annexes. This draft report will include a comprehensive overview of the country’s climate actions and progress, including detailed sections on greenhouse gas inventories, mitigation strategies, and adaptation measures. It will also include relevant annexes with supporting data and documentation.
  • Final SNC Report: Revised based on stakeholder feedback and fully compliant with UNFCCC standards. This final report will incorporate feedback from national stakeholders and ensure that all sections and annexes are complete and accurate. It will be fully compliant with UNFCCC guidelines and ready for submission.
  • Workshop and Consultation Reports: Summarizing discussions and stakeholder input. These reports will provide a detailed summary of the discussions and inputs from stakeholder meetings, workshops, and consultations. They will highlight key issues, recommendations, and actions to be taken.
  • Capacity Building Materials: Including training manuals and session reports. These materials will include comprehensive training manuals, presentations, and session reports. They will be designed to enhance the capacity of national teams to contribute effectively to the climate reporting process.
  • National Capacity and Institutional Arrangements for GHG Management: Ensure the effectiveness of national capacity and institutional arrangements in managing greenhouse gas (GHG) emissions.
  • Stocktaking Exercise for Preparation Reports. Ensure the quality of the stocktaking exercise for preparation reports under the UNFCCC and Paris Agreement.
  • Stakeholder Engagement Approach: Ensure the quality and effectiveness of the stakeholder engagement approach.
  • UNFCCC Common Reporting Tables (CRTs): Prepare and submit the UNFCCC Common Reporting Tables (CRTs) in adherence to the Modalities, Procedures, and Guidelines (MPGs) under the Enhanced Transparency Framework (ETF).
  • Measurement, Reporting, and Verification (MRV) System: Utilize Somalia’s existing Measurement, Reporting, and Verification (MRV) system for data collection and reporting.

 

  1. Schedule of Payments

Payments will be made upon submission and joint approval of deliverables and upon submission of the certificate of payment in line with the expected deliverables.

  1. Timeframe / Duration

The initial duration for this assignment is for nine months subjected to the performance.

 

  1. Qualification

Advanced master’s degree in science, Environment, Climate Change, Natural Resource Management, Environmental Engineering, or a related field.

  1. Minimum years of relevant work experience

At least 5 years of professional experience working with multiple stakeholders in the development, coordination or implementation of United Nation Convention of Climate Change UNFCCC strategies, policies, plans or projects.

 

  1. Technical Experience
  • Extensive Knowledge of UNFCCC Guidelines:Demonstrated expertise in the United Nations Framework Convention on Climate Change (UNFCCC) guidelines, ensuring compliance and accuracy in climate reporting.
  • Project Management:Proven technical knowledge including the preparation of national communications, with a focus on timely and high-quality delivery of milestones and reports in complex environment.
  • Stakeholder Engagement: Skilled in collaborating with national stakeholders, including government agencies, NGOs, and community groups, to gather relevant data and insights for comprehensive climate reports.
  • Technical Analysis: Proficient in conducting in-depth technical assessments and analyses of climate data, greenhouse gas (GHG) inventories, and mitigation strategies, contributing to the development of robust and informative reports.
  • Measurement, Reporting, and Verification (MRV): Experienced in implementing MRV systems to accurately measure, report, and verify greenhouse gas emissions reductions, ensuring transparency and credibility in climate actions.
  • Greenhouse Gas (GHG) Reporting: Knowledgeable in the protocols and methodologies for GHG reporting, including the calculation and documentation of emissions from various sources and sectors.
  • Common Reporting Tables (CRT): Familiar with the use of Common Reporting Tables (CRT) for the standardized reporting of national inventory data on anthropogenic emissions and removals, ensuring consistency and comparability in climate reporting.
  • Report Writing: Experienced in drafting detailed and coherent reports that meet international standards, including the preparation of the Second National Communication (SNC) to the UNFCCC.
  • Capacity Building: Adept at providing training and capacity-building support to national teams, enhancing their ability to contribute effectively to climate reporting processes.
  • International Collaboration: Familiar with working in international contexts, coordinating with global experts and participating in UNFCCC review processes to ensure the quality and credibility of national communications.

 

  1. Languages

Fluency in written and spoken English is required.

  1. Institutional arrangement and reporting

Location: The national consultant will be based at the Ministry of Environment and Climate Change, Federal Government of Somalia, in Mogadishu.

Supervision: The consultant will work under the direct supervision of the Director of Climate Change (UNFCCC focal point).
