- BACKGROUND
The Ministry of Environment and Climate Change (MOECC) of the Federal Republic of Somalia, in collaboration with the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), is embarking on a project supported by the Global Environment Facility (GEF). This initiative focuses on the Enabling Activities for the Preparation of the Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC).
The primary aim of this project is to support Somalia in preparing and submitting its Second National Communication (NC2) to the UNFCCC. This submission will not only meet the reporting obligations set by the UNFCCC but also align with Somalia’s national development objectives. As a party to the UNFCCC, Somalia is obligated to periodically report on its efforts and progress in implementing the Convention’s mandates to the Conference of the Parties (COP). These national reports serve as a critical tool for conveying climate change-related information to a broad audience, including national policymakers, institutions, the general public, and international partners.
The process of preparing National Communications (NCs) and Biennial Update Reports (BURs) is instrumental in fostering an exchange of information about the diverse measure’s countries are taking to combat climate change and its impacts. This exchange considers the varying circumstances, responsibilities, and capabilities of each country and provides valuable data to help the COP evaluate the collective progress toward the Convention’s goals. Moreover, following the Paris Agreement, adopted in December 2015 at the 21st COP meeting, signatory countries are now expected to submit Biennial Transparency Reports (BTRs), including National Inventory Reports, every two years from December 2024. This new reporting framework replaces the Biennial Update Reports (BURs) previously submitted by non-Annex I parties every two years.
- Objectives / Scope of Work
The project’s objective and scope encompass the consultancy’s task is to conduct a comprehensive stocktaking exercise to assess the country’s readiness to prepare climate reports, identify capacity gaps, and develop strategies to strengthen reporting processes that will empower the Ministry of Environment and Climate Change of the Federal Republic of Somalia.
- Expected Outputs and Deliverables
Under the collaborative guidance of the Ministry of Environment and Climate Change (MOECC), the UNDP for Resilience and Climate Change, the consultant will be primarily responsible for achieving the desired outcomes by conducting a comprehensive stocktaking as part of the preparation of the Second National Communication for the federal government of Somalia, this includes the below deliverable:-
Stocktaking Framework Document
- Provide a structured approach for the stocktaking exercise overview of the process, methodologies for data collection and analysis, roles and responsibilities, timeline, and milestones.
Capacity Building Workshop
- Workshop agendas and schedules, training materials, participant lists, attendance records, and evaluation reports. To Train national stakeholders on methodologies and tools for the stocktaking exercise.
Data Collection and Management System
- Data collection templates and guidelines, database setup and management protocols, data quality assurance measures, user manuals, and training for personnel. To establish a robust system for data collection, management, and storage.
Stakeholder Engagement Reports
- List of stakeholders and their roles, summary of meetings and consultations, feedback received, and analysis of contributions, and document stakeholder engagement throughout the stocktaking exercise.
Preliminary Stocktaking Report
- Summary of data collected, preliminary analysis of GHG emissions, identification of data gaps, and recommendations for improvement, to present initial findings and data collected during the stocktaking exercise.
Final Stocktaking Report
- Provide a comprehensive and finalized report on the stocktaking exercise. Detailed analysis of GHG emissions, integration of stakeholder feedback, conclusions, recommendations for future reporting cycles, and appendices with supporting data.
- Schedule of Payments
Payments will be made upon submission and joint approval of deliverables and upon submission of the certificate of payment in line with the expected deliverables.
- Timeframe / Duration
The initial duration for this assignment is for nine months subjected to the performance.
- Qualification
Advanced master’s degree in science, Environment, Climate Change, Natural Resource Management, Environmental Engineering, or a related field.
- Minimum years of relevant work experience
At least 3 years of professional experience working with multiple stakeholders in the development, coordination or implementation of United Nation Convention of Climate Change UNFCCC strategies, policies, plans or projects.
- Technical Experience
Expertise in IPCC Guidelines, UNFCCC Reporting Standards, and National Climate Change Frameworks.
Strong Background in Environmental Policy, Climate Finance, and Institutional Strengthening.
Demonstrated Experience in working with Government Institutions on Climate Change Initiatives.
Developing and Implementing Policies: Successfully contributed to the formulation and execution of national climate change policies and strategies.
Capacity Building: Led training programs and workshops to enhance the capabilities of government officials and stakeholders in climate change mitigation and adaptation.
Project Management: Managed multiple climate-related projects, ensuring timely delivery and adherence to international standards.
Stakeholder Engagement: Facilitated collaboration between government agencies, NGOs, and international organizations to drive climate action.
Research and Analysis: Conducted comprehensive research and analysis to support evidence-based decision-making in climate policy.
- Languages
Fluency in written and spoken English is required.
- Institutional arrangement and reporting
Location: The national consultant will be based at the Ministry of Environment and Climate Change, Federal Government of Somalia, in Mogadishu.
Supervision: The consultant will work under the direct supervision of the Director of Climate Change (UNFCCC focal point).
Collaboration: The consultant will closely collaborate with the technical lead to ensure the quality assurance of the documents.
Roles and Responsibilities:
- Policy Development: Assist in the formulation and implementation of national climate change policies and strategies.
- Technical Support: Provide expert advice and technical support to the Ministry on climate change-related matters.
- Capacity Building: Organize and conduct training sessions and workshops for government officials and stakeholders to enhance their understanding and capabilities in climate change mitigation and adaptation.
- Project Management: Oversee and manage climate-related projects, ensuring they meet international standards and are completed on time.
- Stakeholder Engagement: Facilitate communication and collaboration between government agencies, NGOs, and international organizations to promote coordinated climate action.
- Research and Analysis: Conduct research and analysis to support evidence-based decision-making and policy development.
- Reporting: Prepare and submit regular reports on project progress, outcomes, and any issues encountered to the Director of Climate Change and other relevant authorities.
