| Somalia is highly vulnerable to the impacts of climate change, including recurrent droughts, floods, and persistent land degradation. The agricultural sector, which provides livelihoods for nearly two-thirds of the population, is particularly at risk. In response, the Federal Government of Somalia, in partnership with the Food and Agriculture Organization of the United Nations (FAO) and with financial support from the Green Climate Fund (GCF), has launched the “Climate Resilient Agriculture in Somalia (Ugbaad)” project. The Ugbaad project is a transformative initiative aimed at strengthening climate resilience, restoring degraded landscapes, and enhancing food security for over 2 million Somalis.
The project seeks to achieve its goals by strengthening institutional frameworks and promoting sustainable landscape management. A key component of this effort is to formalize and empower community-led management approaches at the state level. Following a recent needs assessment, the Ministry of Environment, Climate Change (MoECC) and Ministry of Agriculture and Irrigation, which is a lead implementing partner of the Ugbaad project, has identified a critical need to translate the successful outcomes of pilot landscape management committees into a robust, enforceable legal and regulatory framework. This will enable the upscaling of sustainable land management (SLM) practices across the country.

II. Objectives / Scope of Work |

| The primary objective of this consultancy is to provide expert legal and policy support to the MoECC to strengthen institutional capacity for landscape management monitoring through the development of state-level regulations. The National SLM Legal Expert will work closely with the International SLM Expert to lead the research, consultation, and drafting of a model regulatory framework, including bylaws and templates, to be adopted by state-level governments to consolidate and institutionalize the landscape management approach.
The Technical Expert will deliver the following activities under Output 3.1.1.2 1.1.1.2 Legal and Policy Review: · Conduct a comprehensive review and synthesis of existing national and state-level legal and policy frameworks related to land use, environmental protection, and natural resource management. · Identify key legal gaps and opportunities for integrating the landscape management approach. 1.1.1.3 Stakeholder Consultations and Learning Event: · Co-design and co-facilitate the multi-stakeholder learning event to ensure legal findings and recommendations are validated and enriched by participants. · Gather inputs from government ministries, community leaders, and civil society organizations to ensure the new regulations are contextually appropriate. 1.1.1.4 Development of a Model Regulatory Framework: · Based on the legal review and recommendations from the learning event, lead the drafting of a model set of bylaws and other legal instruments for sustainable landscape management. · The model bylaws must be structured as templates that can be utilized and customized by state-level governments to reflect local contexts, traditional land tenure systems, and ecological variations. They should clearly define roles, responsibilities, and mechanisms for conflict resolution. · Ensure the developed instruments align with and support the broader objectives of the Ugbaad project and Somalia’s National Determined Contributions (NDCs) for climate action. 1.1.1.5 Technical Support and Documentation: · Provide ongoing legal guidance to the MoECC and other relevant ministries during the review and adoption process of the model bylaws. · Prepare a final report documenting the entire process, including the outcomes of the legal review and consultations, the final model regulatory framework, and a strategy for its dissemination and implementation across all target regions. |

| IV. Monitoring and Progress controls | ||||||||||||||||||
| The consultancy will be monitored by MoECC and the Ugbaad Project Management Unit.
Payments will be tied to submission and approval of monthly progress reports. |

| Education:
A university degree in Environmental Science, Agriculture, Land Law, or Natural Resource Management is required. Experience and Skills:
Languages: · Fluency in English and working knowledge of Somali are required or Fluency in English and Somali is required
