II.      Organizational Context

Prosopis, an invasive species, poses a significant threat to agricultural development, biodiversity, and ecosystems in Somalia. Its rapid spread restricts agricultural land use, consumes water resources, and negatively impacts local livelihoods. Recognizing the urgency of this issue, the Ministry of Environment, Climate Change (MoECC) and Ministry of Agriculture is committed to developing a comprehensive national strategy and action plan for the management and control of Prosopis and other invasive species. To achieve this, MoECC seeks to engage a National Prosopis and Invasive Species Expert to provide technical leadership and support.

II. Objectives / Scope of Work

The Technical Expert will deliver the following activities under Output 3.1.1.4:

1.1  Situation Analysis and Baseline Assessment

·       Undertake comprehensive review of existing national and sub-national policies, regulations, and programs related to invasive species, with a specific focus on Prosopis.

·       Synthesize existing scientific data, reports, and literature on the status and impact of Prosopis in Somalia, including its geographical distribution, socio-economic impacts on communities, and ecological effects on local ecosystems.

·       Identify key gaps in knowledge and institutional capacity for Prosopis management.

1.2  Development of a National Strategy and Action Plan

·       Lead the conceptualization and drafting of a National Strategy for Prosopis Management and Control. The strategy should include, but not be limited to:

§  Vision, goals, and specific objectives.

§  Identification of priority areas for intervention (e.g., control, eradication, utilization).

§  Proposed management approaches (e.g., mechanical, biological, chemical, and integrated methods).

§  Legal and policy recommendations to support the strategy’s implementation.

§  Measures for raising public awareness and promoting community participation.

§  Resource mobilization and financing mechanisms.

§  A monitoring and evaluation framework.

o   Develop a detailed Action Plan with a clear timeline, assigned responsibilities, and key performance indicators (KPIs) for each strategic objective.

1.3  Multi-Stakeholder Engagement and Dialogue:

·       Design and organize a series of multi-stakeholder dialogues, workshops, and consultations with relevant government ministries (e.g., MoECC, Ministry of Agriculture, Ministry of Water), research institutions, NGOs, community-based organizations, and affected communities.

·       Facilitate these dialogues to gather diverse perspectives, build consensus, and ensure the strategy and action plan are informed by local knowledge and priorities.

·       Incorporate feedback from all stakeholders into the final strategy and action plan documents.

1.4  Finalization and Submission of Documents:

·       Prepare and submit a detailed inception report outlining the methodology, work plan, and timeline.

·       Draft and present the National Strategy for Prosopis Management and Control.

·       Draft and present the detailed Action Plan.

·       Submit a final comprehensive report summarizing the entire consultancy process, key findings, and recommendations.

IV. Monitoring and Progress controls
The assignment will be monitored by the MOECC and Ugbaad PIU. Payments will be processed based on approval of deliverable reports, subject to verification by MoECC and Ugbaad PIU
V. Final Product/ Deliverables
  • Inception Report: Outlining the detailed work plan and methodology.
  • Draft National Strategy for Prosopis Management and Control: For review by MoECC and stakeholders.
  • Draft National Action Plan: For review by MoECC and stakeholders.
  • Final National Strategy and Action Plan: Incorporating all feedback from stakeholders.
  • Final Consultancy Report: Documenting the process, outcomes, and recommendations.
VII: Qualifications and Competencies
Education:

Master Degree in in a relevant field such as Environmental Science, Natural Resource Management, Forestry, Agriculture, Development Studies, or a related discipline.

Experience and Skills:

·        A minimum 5 years of professional experience in natural resource management, invasive species control, or a related field.

·        Demonstrated experience in developing national or regional strategies and action plans.

·        Demonstrated experience in GCF-funded projects and in-depth knowledge of Prosopis and other invasive species management in Somalia

·        Experience in organizing and facilitating multi-stakeholder workshops and dialogues.

·        Prior experience working with government ministries, international organizations, and local communities in Somalia is a strong asset.

Languages:

·       Fluency in English and working knowledge of Somali are required
