Position Title:                  National NRM and Land Restoration Expert.
Contract Type:                Individual Contract (IC) — Consultancy.
Duration:                          Five (5) years, renewable annually subject to satisfactory performance and fund availability
Duty Station:                  Mogadishu, Somalia (with frequent travel to Federal Member States and project sites).
Reporting To:                Ministry of Environment and Climate Change (MoECC).
Project:                            UGBAAD Project (Climate Resilient Agriculture in Somalia).

ORGANISATIONAL CONTEXT


The UGBAAD Project (Climate Resilient Agriculture in Somalia) is implemented by the Ministry of Environment and Climate Change (MoECC) to strengthen climate resilience, ecosystem restoration, sustainable landscape management, and community-based natural resource governance across Somalia.

The project supports restoration interventions implemented through Landscape Management Committees (LMCs), community-based associations, Federal Member States (FMS), and local communities. To strengthen implementation, monitoring, supervision, and reporting of restoration and Ecosystem-based Adaptation (EbA) activities, MoECC is seeking a qualified National NRM and Land Restoration Expert to provide long-term technical support.

Somalia faces severe environmental challenges — climate shocks, recurrent droughts, widespread land degradation, and deforestation threaten the livelihoods of millions. The National NRM and Land Restoration Expert will be at the forefront of Somalia’s ecosystem recovery efforts, providing the technical rigour and field presence necessary to ensure restoration interventions deliver measurable, lasting change for communities and landscapes across the country.

OBJECTIVES & SCOPE OF WORK


The Expert shall provide comprehensive technical support across the following seven functional areas:

  1. Inception and Planning
  • Prepare an inception report covering methodology, workplan, implementation strategy, and monitoring framework
  • Develop annual workplans and field supervision schedules
  • Design and develop restoration monitoring tools and data collection templates
  1. Technical Supervision and Field Monitoring
  • Support MoECC and FMS in supervision and monitoring of restoration activities implemented through LMCs
  • Conduct regular field supervision and restoration monitoring missions across project sites
  • Assess implementation quality and sustainability of restoration interventions
  • Provide actionable technical recommendations to improve restoration effectiveness
  1. EbA Monitoring and Data Collection
  • Support data collection, verification, analysis, and reporting of restoration activities
  • Develop restoration indicators and tracking systems aligned with national and international frameworks
  • Monitor and document hectares restored, vegetation recovery, biodiversity indicators, and climate resilience impacts
  • Prepare restoration monitoring reports and in-depth technical analyses
  1. Capacity Building and Technical Assistance
  • Provide technical mentoring and hands-on support to LMCs and community-based associations
  • Conduct training sessions on restoration monitoring, EbA approaches, and sustainable land management
  • Develop technical manuals, guidelines, standard operating procedures, and reporting templates
  1. Annual Restoration Reporting
  • Support each LMC in preparing annual restoration progress reports
  • Consolidate restoration data and produce national-level restoration reports
  • Document lessons learned, best practices, success stories, and restoration achievements
  • Support awareness workshops and results dissemination activities
  1. Stakeholder Coordination
  • Support coordination between MoECC, FAO, FMS authorities, development partners, and local stakeholders
  • Facilitate stakeholder consultations and technical coordination meetings
  • Support harmonization of restoration monitoring frameworks and reporting systems across FMS
  1. Environmental Compliance and Quality Assurance
  • Ensure all restoration activities comply with environmental safeguards and applicable technical standards
  • Conduct technical assessments and identify implementation gaps or non-compliance
  • Recommend corrective measures and continuous technical improvements

9 Lessons Learned and Best Practices Documentation
10 Final Consultancy Completion Report at the end of each contract year

MONITORING, PERFORMANCE & CONTRACT RENEWAL


The assignment shall be monitored by MoECC under the following arrangements:

  • Quarterly and annual progress reports detailing activities, findings, technical support provided, challenges, and recommendations shall be submitted to MoECC.
  • Annual performance evaluations shall be conducted by MoECC against agreed performance indicators
  • Contract renewal each year is contingent upon satisfactory performance assessment and availability of funds
  • All deliverables shall be reviewed and formally approved by MoECC prior to payment processing
  • The consultant shall be available for field missions as required and shall provide timely responses to MoECC requests.

REQUIRED QUALIFICATIONS & COMPETENCIES


Education

A Master’s degree in one of the following disciplines or a closely related field:

  • Environmental Engineering or Environmental Management
  • Environmental Science or Natural Resource Management
  • Forestry, Ecology, or Conservation Biology
  • Climate Change, Sustainable Land Management, or Agriculture
  • Environmental and Social Impact Assessment (ESIA)

Professional Experience

  • Minimum 5–7 years of progressive professional experience in environmental engineering, land restoration, ESIA, climate resilience, EbA, or sustainable landscape management
  • Demonstrated track record in restoration monitoring and environmental reporting systems
  • Hands-on experience conducting field monitoring, supervision missions, and environmental assessments
  • Experience working with government institutions, donor-funded projects, or international organizations
  • Familiarity with FAO, World Bank, or similar development partner project frameworks is an advantage
  • Strong stakeholder coordination, facilitation, and technical reporting skills
  • Ability to engage effectively with government counterparts at federal and state levels
  • Proven experience facilitating multi-stakeholder consultations and technical working groups
  • Knowledge of GIS, remote sensing, and environmental monitoring tools is a distinct advantage
  • Experience with field data collection platforms (e.g. Kobo Toolbox, ODK) is desirable
  • Prior experience working in Somalia or similar fragile and conflict-affected contexts is highly desirable
  • Understanding of Somalia’s institutional landscape, Federal Member State structures, and local community dynamics

Language Requirements

  • Fluency in English — strong written and verbal communication; technical report writing is essential.
  • Fluency in Somali — ability to communicate effectively with communities, LMCs, and government counterparts
