  1. BACKGROUND

The Ministry of Environment and Climate Change (MOECC) of the Federal Republic of Somalia, in collaboration with the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), is embarking on a project supported by the Global Environment Facility (GEF). This initiative focuses on the Enabling Activities for the Preparation of the Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC).

The primary aim of this project is to support Somalia in preparing and submitting its Second National Communication (NC2) to the UNFCCC. This submission will not only meet the reporting obligations set by the UNFCCC but also align with Somalia’s national development objectives. As a party to the UNFCCC, Somalia is obligated to periodically report on its efforts and progress in implementing the Convention’s mandates to the Conference of the Parties (COP). These national reports serve as a critical tool for conveying climate change-related information to a broad audience, including national policymakers, institutions, the general public, and international partners.

The process of preparing National Communications (NCs) and Biennial Update Reports (BURs) is instrumental in fostering an exchange of information about the diverse measure’s countries are taking to combat climate change and its impacts. This exchange considers the varying circumstances, responsibilities, and capabilities of each country and provides valuable data to help the COP evaluate the collective progress toward the Convention’s goals. Moreover, following the Paris Agreement, adopted in December 2015 at the 21st COP meeting, signatory countries are now expected to submit Biennial Transparency Reports (BTRs), including National Inventory Reports, every two years from December 2024. This new reporting framework replaces the Biennial Update Reports (BURs) previously submitted by non-Annex I party every two years.

  1. Objectives / Scope of Work

 

The primary objective of this assignment is to enhance effective communication, public outreach, and stakeholder engagement in the Preparing of the Second National Communications SNC process. This includes increasing awareness, fostering inclusive participation, and strengthening cooperation among government institutions, civil society, academia, private sector actors, and development partners.

  1. Expected Outputs and Deliverables

Under the collaborative guidance of the Ministry of Environment and Climate Change (MOECC) and the UNDP for Resilience and Climate Change, the consultant will be primarily responsible for achieving the desired outcomes through effective communication, public outreach, and stakeholder engagement in the SNC process. This includes increasing awareness, fostering inclusive participation, and strengthening cooperation among government institutions, civil society, academia, private sector actors, and development partners throughout the preparation of the Second National Communication for the federal government of Somalia. The deliverables include:

Communication and Stakeholder Engagement Plan: Develop a communication and stakeholder engagement plan aligned with the objectives of the SNC and national climate priorities.

Stakeholder Mapping and Analysis: formulate the map and analyze key stakeholders involved in climate change mitigation, adaptation, and policy.

Awareness-Raising Campaigns: Design and implement awareness-raising campaigns to promote understanding of the SNC and Somalia’s climate commitments.

Consultation Workshops and Dialogues: Organize and facilitate consultation workshops, dialogues, and roundtables to ensure participatory engagement across sectors and regions.

Communication Materials: Prepare communication materials (briefs, press releases, newsletters, fact sheets, presentations) in Somali and English for different stakeholder groups.

Online Presence Support: Support MOECC in maintaining an effective online presence (e.g., website updates, social media content) to disseminate progress and results.

Feedback Mechanisms: Establish and manage feedback mechanisms to gather stakeholder inputs during the SNC preparation process.

Documentation of Best Practices: Assist in documenting best practices, lessons learned, and stakeholder feedback for inclusion in the SNC report.

Coordination with thematic experts: Coordinate with thematic experts to ensure communication materials reflect technical accuracy and policy relevance.

 

  1. Schedule of Payments

Payments will be made upon submission and joint approval of deliverables and upon submission of the certificate of payment in line with the expected deliverables.

  1. Timeframe / Duration

The initial duration for this assignment is for nine months subjected to the performance.

  1. Qualification

Advanced master’s degree in communications, public relations, social sciences, or a related field

  1. Minimum years of relevant work experience

At least 5 years of professional experience working with multiple stakeholders in the development, coordination or implementation of United Nation Convention of Climate Change UNFCCC strategies, policies, plans or projects.

  1. Technical Experience

 

  • Experience in developing and implementing communication plans and strategies.
  • Proven ability to engage and manage relationships with various stakeholders at national, regional, and international levels
  • Skills in coordinating day-to-day project activities and ensuring effective implementation of work plans
  • Customize your messages to meet the needs and expectations of different audience segments.
  • Encourage two-way communication by creating opportunities for stakeholders to provide feedback and engage in dialogue.
  • Actively listen and respond to stakeholder concerns and questions in a timely manner.
  • Regularly monitor the effectiveness of your communication strategies and adjust as needed.

 

  1. Languages

Fluency in written and spoken English is required.

Institutional arrangement and reporting

Location: The national consultant will be based at the Ministry of Environment and Climate Change, Federal Government of Somalia, in Mogadishu.

Supervision: The consultant will work under the direct supervision of the Director of Climate Change (UNFCCC focal point).

Collaboration: The consultant will closely collaborate with the technical lead to ensure the quality assurance of the documents.

Roles and Responsibilities:

  • Communication Strategy: Develop and implement a comprehensive communication strategy to ensure effective dissemination of information related to the SNC report. This strategy should include clear messaging, target audiences, communication channels, and timelines.
  • Stakeholder Engagement: Identify and engage key stakeholders, including government agencies, NGOs, private sector, and community groups are facilitate stakeholder meetings, workshops, and consultations to gather input and feedback. Ensure that these engagements are inclusive and transparent.
  • Capacity Building: Provide training and capacity-building sessions for stakeholders on GHG management and reporting requirements. Tailor these sessions to address the specific needs and knowledge levels of different stakeholder groups.
  • Reporting and Documentation: Prepare detailed reports on stakeholder engagement activities and outcomes. Ensured all communication materials and reports adhere to the guidelines set by the UNFCCC and Paris Agreement. This includes maintaining accuracy, transparency, and consistency in all documentation.
