II. . Organizational Context
Somalia faces significant climate vulnerabilities, and the effects of climate change are particularly pronounced in the country. As Somalia prepares to participate in COP29 and future global climate negotiations, there is a crucial need to strengthen the capacity of its delegates and negotiators.
To ensure effective participation in international climate forums, the Ministry of Environment and Climate Change (MoECC) seeks to engage three international consultants with proven expertise in climate change negotiations to design and deliver a comprehensive capacity-building workshop for Somali delegates. The workshop will focus on enhancing practical negotiation skills, understanding the architecture of climate negotiations under the UNFCCC, and preparing participants for COP29.
III. Rational for Engaging Three International and One Local Consultants
Given the urgent timeframe, the scope of work, and the complexity of the subjects to be covered, the MoECC deems it necessary to engage three international consultants who will work hand-in-hand to deliver this critical training. The decision to bring in three consultants, rather than a smaller team, is based on the following key considerations:
IV. The Comprehensive and Extensive Agenda(attached)
The agenda of the workshop includes a broad range of topics critical to ensuring Somalia’s effective participation at COP29 and in future climate negotiations. These include, but are not limited to:
1. The history, evolution, and architecture of the UNFCCC, COP, CMP, and CMA.
2. Understanding key negotiation blocs such as the African Group of Negotiators (AGN) and the Least Developed Countries (LDCs).
3. Practical negotiation strategies related to mitigation, adaptation, loss and damage, climate finance, and transparency frameworks, as well as the Enhanced Transparency Framework (ETF) and Article 6 of the Paris Agreement.
4. Gender and climate change, just transitions, and Somalia’s specific climate challenges in global forums.
Delivering this extensive agenda effectively requires subject matter expertise across these various topics, which makes it essential for multiple experts to work together to cover the depth and breadth of the workshop content.
V. The Urgency of the Training and Time Constraints
With COP29 rapidly approaching, there is limited time available to prepare Somalia’s delegation for participation. The urgency of the situation necessitates that the training be developed, delivered, and finalized within a very tight timeframe of 10 working days. To ensure high-quality and timely delivery, it is critical to split the tasks across three consultants, each focusing on different areas of the workshop.
By having three consultants, the Ministry can ensure:
• Specialized Focus: Each consultant will focus on specific components of the training (e.g., negotiation blocs, transparency frameworks, practical simulations).
• Efficient Development: The preparation and development of training materials will be accelerated.
• Timely Workshop Delivery: The consultants can collaborate to facilitate different sessions of the workshop simultaneously or sequentially, ensuring a comprehensive delivery within the available time.
VI. Specialized Expertise Across Key Negotiation Areas
Climate negotiations involve a wide array of technical, legal, and policy issues, each of which requires specialized expertise. A single consultant would be hard-pressed to provide in-depth knowledge on all the topics necessary for Somalia’s delegation to effectively represent the country’s interests at COP29. Having three consultants ensures:
• Expertise in climate finance, mitigation, and adaptation, where Somalia must advocate for funding and support.
• In-depth knowledge of transparency frameworks and Article 6, which are crucial for developing countries like Somalia to fulfill their reporting obligations under the Paris Agreement.
• Insight into successful negotiation strategies used by other LDCs allowing Somali negotiators to learn from best practices.
This specialized approach is crucial for addressing the diverse needs of the workshop participants, ensuring they are fully equipped to represent Somalia in global climate negotiations.
VII. High-Level Interaction and Tailored Training
The workshop participants include senior government officials, negotiators, and key stakeholders involved in shaping Somalia’s climate policy and international engagement strategy. These participants require advanced training that goes beyond general knowledge and deep dive into the technical and strategic details of international climate negotiations.
The three consultants, working in close collaboration, will:
• Provide hands-on guidance, with each consultant offering tailored insights based on their expertise in climate negotiation.
• Engage in simultaneous breakout sessions or exercises, enabling participants to focus on specific negotiation tactics relevant to their roles.
• Enhance deeper interactive discussions, allowing participants to gain real-world skills that will serve them during COP29 and beyond.
This tailored approach is critical to ensuring that Somali delegates not only understand the theoretical aspects of climate negotiations but are also prepared to apply this knowledge in practical negotiation settings.
VIII. Ensuring a Holistic Approach and Post-Training Support.
The involvement of three consultants allows for a more holistic approach to the training, where different angles of negotiation are addressed in an integrated manner. After the workshop, the consultants will provide:
• Follow-up support, ensuring that participants can apply the lessons learned in real-time as they prepare for COP29.
• Mentorship, addressing any gaps in knowledge and assisting with strategy formulation as Somalia refines its negotiation approach leading up to COP29.
The capacity-building does not end with the workshop; instead, participants will have ongoing access to the consultants for further guidance and clarification, which would not be feasible with a smaller team.
IX. Objectives
The primary objectives of this consultancy are:
1. Develop and deliver a comprehensive capacity-building workshop tailored to Somalia’s climate priorities and international strategic interests.
2. Enhance delegates’ knowledge of the history, evolution, and architecture of international climate negotiations, including COP, CMP, and CMA, as well as governing and subsidiary bodies under the UNFCCC framework.
3. Provide training on key negotiation blocs and alliances, such as the African Group of Negotiators (AGN), the Least Developed Countries (LDCs), and coalitions relevant to Somalia’s climate goals.
4. Equip Somali negotiators with practical skills and strategies for engaging effectively in climate negotiations, with an emphasis on mitigation, adaptation, loss and damage, climate finance, and transparency frameworks.
5. Guide participants through negotiation simulations and case studies, enabling them to apply learned concepts in real-world settings.
6. Prepare Somali delegates for their roles at COP29, enhancing confidence in their ability to represent the country in international discussions on climate change.
X. Scope of Work
The three international and one local consultants will collaborate closely with the MoECC to perform the following:

• Design a comprehensive workshop agenda focused on COP governance (COP, CMP, CMA), negotiation blocs, and Somalia’s specific strategic priorities.
• Tailor content to Somalia’s unique climate challenges and opportunities within global climate talks.
• Develop training materials, including presentations, case studies, and reference documents that provide participants with a deep understanding of key climate negotiation processes.
• Integrate interactive elements, including practical exercises, simulations, and role-play, to engage participants in real-world negotiation scenarios.
XII. Workshop Delivery
• Deliver the workshop in Mogadishu, ensuring all participants are actively engaged.
• Provide clear explanations on the following:
o The history and structure of COP, CMP, and CMA.
o Roles of UNFCCC governing and subsidiary bodies.
o Key negotiation alliances and blocs such as AGN and LDCs.
o The Enhanced Transparency Framework (ETF) and Article 6 of the Paris Agreement.
o Role of the UNFCCC Secretariat and its support for developing countries.
• Facilitate hands-on negotiation simulations that allow participants to practice and enhance their negotiation tactics and strategies.
XIII. Post-Workshop Support
• Provide ongoing support to participants after the workshop, including clarifying questions, engaging in follow-up discussions, and sharing additional resources.
• Submit feedback on participant engagement, along with recommendations for future capacity-building activities in Somalia.
XIV. Monitoring and Evaluation
• Produce a detailed final report that summarizes key discussions, lessons learned, and participant feedback.
• Provide recommendations on how to sustain and enhance Somalia’s participation in future climate negotiations.
XV. Expected Deliverable
The National consultant is expected to deliver:
1. Workshop Agenda and Training Plan: A detailed agenda and training materials tailored to the needs of Somali delegates.
2. Facilitation of the Workshop: Effective delivery of the workshop, ensuring a dynamic, engaging, and interactive learning environment.
3. Negotiation Simulations: Design and lead role-play and simulation exercises to build practical negotiation skills.
4. Final Report: A comprehensive final report summarizing the workshop outcomes, lessons learned, participant feedback, and future recommendations.
XVI. Qualification and Experience
The consultants must possess the following qualifications:
1. Expertise in Climate Negotiations: Extensive experience in climate negotiations, particularly under the UNFCCC framework, including direct participation in COP, SB sessions, and other climate negotiation forums.
2. Knowledge of the Paris Agreement and Key Negotiation Areas: In-depth understanding of the Paris Agreement, Kyoto Protocol, Article 6, and related topics such as mitigation, adaptation, loss and damage, climate finance, and transparency frameworks.
3. Experience in Capacity Building: Proven track record of facilitating training and capacity-building workshops for government officials and negotiators, with a focus on climate policy and diplomacy in developing countries.
4. Strong Communication Skills: Excellent facilitation and communication skills, with the ability to present complex concepts to diverse audiences.
5. Experience in Developing Countries: Relevant experience working in the context of developing countries, preferably in Africa, with a clear understanding of the challenges and opportunities within international climate negotiations.
XVII. Reporting
The consultants will report directly to the Director General of the Ministry of Environment and Climate Change, Somalia. They are expected to maintain regular communication with the Ministry throughout the consultancy, including during workshop planning, delivery, and post-training evaluation.
XVIII. Duration
This consultancy is expected to last for 10 working days, including the preparation of training materials, delivery of the workshop, and submission of the final report.
XIX. Location
The workshop will be conducted in Mogadishu, Somalia.

As Somalia prepares to participate in COP29 and future global climate negotiations, there is a critical need to strengthen the negotiation capacity of Somali delegates and negotiators.
Climate change impacts disproportionately affect Somalia, making it essential for the country to play an active and informed role in international climate forums. A capacity-building workshop is to be organized in Mogadishu to equip Somali delegates and negotiators with the necessary skills, knowledge, and strategies to effectively engage in climate negotiations, particularly in the areas of mitigation, adaptation, loss and damage and Agriculture, climate finance, and transparency and capacity building, gender and climate change, just transition and climate change.
The focus of this training will be on the history and structure of international climate negotiations (COP, CMP, CMA), key negotiation blocs, the role of the UNFCCC secretariat, and detailed preparation for COP29. The
workshop will target government officials, negotiators, and stakeholders involved in climate policy and international negotiations.
III. Objectives of the Assignment
The primary objectives of the consultancy are:
1. Design and deliver a comprehensive capacity-building workshop that covers key areas of climate change negotiations and Somalia’s strategic interests in international climate forums.
2. Provide in-depth training on the history and evolution of COP, CMP, and CMA, and the roles of governing and subsidiary bodies under the UNFCCC framework.
3. Enhance participants’ understanding of climate negotiation architecture, including key negotiation blocs, the Enhanced Transparency Framework, Article 6 of the Paris Agreement, and the role of the UNFCCC Secretariat.

The 3 Consultants will be responsible for the following:
1. Workshop Planning and Development:
● Design a workshop agenda covering key topics such as COP governance (COP, CMP, CMA), UNFCCC structures, major negotiation blocs, and climate change negotiation strategies.
● Tailor the content to Somalia’s specific climate challenges and opportunities in global climate talks.
● Integrate practical examples, case studies, and interactive sessions that engage participants in real- world scenarios.
● Develop and distribute relevant training materials, including presentations, case studies, and reference documents.
2. Workshop Delivery:
○ Facilitate the workshop, ensuring active participation and engagement from all attendees.
○ Provide clear and detailed explanations on the following topics:
i. The history and architecture of COP, CMP, and CMA.
ii. Governing bodies and subsidiary bodies of the UNFCCC.
iii. Climate negotiation blocs and alliances, including the African Group of Negotiators (AGN), LDCs, and other relevant coalitions.
iv. The Enhanced Transparency Framework (ETF) and Article 6 (Cooperative Approaches) under the Paris Agreement.
v. The role of the UNFCCC Secretariat and its support for developing countries like Somalia.
○ Lead hands-on negotiation simulation exercises to build participants’ confidence in negotiation tactics and strategies.
3. Post-Workshop Support:
○ Offer support to participants through follow-up discussions, clarifications, and sharing of additional resources post-training.
○ Provide feedback to the organisers on the workshop’s success and recommendations for future capacity-building initiatives.
4. Monitoring and Evaluation:
○ Submit a comprehensive workshop report, including a summary of key discussions, lessons learned, and participant feedback.
