Somalia Urges Increased Climate Finance at COP30 High-Level Dialogue

The Minister of Environment and Climate Change of the Federal Republic of Somalia, H.E. Bashir Mohamed Jama, participated in the High-Level Climate and Finance Dialogue at COP30, where he emphasized the need for increased, predictable, and accessible climate finance in line with Article 9 of the Paris Agreement.

During his remarks, Minister Bashir highlighted the severe impacts of climate change in Somalia, including:

  • Large-scale displacement caused by recurring climate shocks

  • Intensifying pressure on water resources and food security systems

  • Daily challenges faced by vulnerable communities in adapting to climate extremes

He stressed that adaptation is not a long-term policy discussion but “an urgent, daily necessity” for Somali communities living on the frontline of climate impacts.

Somalia Backs Needs-Based NCQG and Calls for Easier Access to Climate Finance

The Minister reaffirmed Somalia’s strong support for a needs-based New Collective Quantified Goal (NCQG), calling for:

  • A higher share of global climate finance dedicated to adaptation

  • Simplified and fair access to financing for Least Developed Countries (LDCs)

  • Strengthened implementation of the Baku–Belém Roadmap

Somalia Showcases Its Progress on National Climate Commitments

Minister Bashir highlighted the significant progress Somalia has made in recent years, including:

  • Advancing the National Adaptation Plan (NAP)

  • Updating the country’s Nationally Determined Contribution (NDC)

  • Undertaking reforms to improve climate finance governance

  • Setting a clear 2035 emissions reduction target

The Minister urged the international community to fulfill their Article 9 commitments in a timely manner to ensure that vulnerable countries like Somalia receive the support they urgently need.

Minister Bashir was accompanied at the forum by Ms. Ayaan Xaraare, Somalia’s Climate Finance Coordinator.
