Mogadishu, June 2025 — During the 2025 National Environment and Climate Change Conference in Somalia, Ayan Harare, the National Climate Finance Unit Coordinator, spoke in depth about issues related to climate finance, the existing challenges, and development opportunities available to the country.
In her speech, Ayan Harare emphasized the need to establish an efficient and sustainable system to improve access to climate finance. She noted that Somalia faces many challenges, including economic instability, lack of quality data, and limited experience in managing climate finance projects.
However, she also highlighted numerous opportunities that could enable Somalia to better benefit from climate finance. She stressed the importance of strengthening both domestic and international cooperation, particularly highlighting the vital role that Somali youth and women can play in planning and implementing climate change-related programs.
Additionally, Ayan Harare pointed out the need to build the capacity of government institutions at both federal and regional levels so they can effectively manage, monitor, and safeguard climate finance. She encouraged the development of transparent systems to measure the performance of such finance to ensure accountability.
The conference also explored sustainable solutions to reduce the impact of climate change, taking into account the specific needs of Somali communities and the efforts aimed at achieving the Sustainable Development Goals (SDGs) by 2030.
