ABOUT THE PROJECT & ASSIGNMENT

The Ministry of Environment and Climate Change (MoECC), through the UGBAAD Project, is supporting the strengthening of environmental governance systems, climate resilience, sustainable landscape management, and environmental compliance frameworks across Somalia.

Following the enactment of the National Environmental Management and Protection Act, there is a critical need to operationalize the Act through a comprehensive, practical Implementation Plan. This plan must provide the institutional, technical, financial, operational, and coordination mechanisms necessary for effective enforcement and implementation at both Federal Government and Federal Member State levels.

MoECC is therefore inviting qualified consultants or firms with demonstrated expertise in environmental law, governance, and policy development to submit proposals for this strategic assignment.

Strategic Importance of This Assignment

The National Environmental Management and Protection Act represent a landmark legislative achievement for Somalia. Without a well-structured implementation plan, the Act risks remaining operationalized — leaving environmental enforcement, compliance systems, and institutional coordination without direction or accountability. This assignment is central to translating Somalia’s environmental legal commitments into concrete, enforceable, and funded actions across all government levels.

OBJECTIVE OF THE ASSIGNMENT

The overarching objective of this assignment is to recruit a qualified consultant or firm to develop a comprehensive, practical, and fully operational Implementation Plan for the National Environmental Management and Protection Act. The plan shall provide clear guidance on:

  • Institutional implementation and inter-agency coordination
  • Environmental enforcement and compliance monitoring mechanisms
  • Financing strategies and resource mobilization frameworks
  • Stakeholder engagement, communication, and accountability systems
  • Performance tracking, reporting, and review processes.

DETAILED SCOPE OF WORK

# WORKSTREAM
1 Inception and Assignment Planning

Conduct inception meetings with MoECC leadership and key stakeholders; review assignment objectives, timelines, and coordination arrangements; prepare a detailed inception report covering methodology, consultation strategy, stakeholder mapping, workplan, and quality assurance mechanisms; identify key legal, institutional, and operational challenges.

2 Comprehensive Legal and Policy Review

Review the Act alongside all related environmental laws, regulations, policies, and institutional frameworks; assess consistency between Federal and Federal Member State legal frameworks; identify legal gaps, overlaps, enforcement bottlenecks, and institutional conflicts; review relevant international environmental conventions and obligations.

3 Institutional and Governance Assessment

Map all relevant ministries, agencies, departments, and environmental actors; assess mandates, roles, coordination mechanisms, and reporting lines; analyze institutional capacities, technical gaps, human resources, and operational constraints; identify mechanisms for strengthening intergovernmental coordination across Federal and State levels.

4 Stakeholder Consultations and Engagement

Design and facilitate inclusive stakeholder consultations across sectors and institutions — covering Federal and FMS governments, academia, civil society, women groups, youth, environmental experts, private sector, and development partners; ensure gender-sensitive and participatory consultation approaches; document recommendations, priorities, and proposed solutions.

5 Development of the Implementation Plan

Develop a comprehensive implementation framework including phased strategies (short, medium, and long-term), institutional coordination mechanisms, operational procedures, performance indicators, compliance and enforcement mechanisms, monitoring and evaluation frameworks, capacity development recommendations, and financing/resource mobilization strategies.

6 Validation Workshops and Technical Review

Organize and facilitate technical review meetings and validation workshops; present draft findings and recommendations; consolidate stakeholder comments and inputs; revise and finalize the implementation plan; prepare workshop reports, attendance records, and documentation of all stakeholder feedback.

7 Finalization and Submission

Submit the final Implementation Plan in hard and soft copy formats; provide all supporting annexes, consultation reports, institutional assessments, and implementation matrices; deliver a final consultancy report summarizing methodologies, findings, recommendations, and lessons learned.

REQUIRED QUALIFICATIONS & EXPERIENCE

Academic Qualifications

An advanced degree (Master’s or above) in one of the following disciplines or a closely related field:

  • Environmental Law or Environmental Governance
  • Public Policy, Public Administration, or Institutional Development
  • Natural Resource Management, Environmental Science, or Sustainability
  • International Environmental Law or Climate Policy

Technical Expertise & Professional Experience

  • Proven expertise in environmental law, governance, policy development, and institutional strengthening
  • Track record of preparing implementation plans, governance frameworks, or national policy instruments
  • Demonstrated experience translating legislative frameworks into operational implementation arrangements
  • Minimum of 7–10 years of relevant professional experience in similar high-level consultancy assignments
  • Experience working with Ministries, Federal or State governments, or national environmental agencies
  • Prior engagement with donor-funded projects, UN agencies, or international development organizations.
  • Strong understanding of Somalia’s environmental governance systems and legal frameworks
  • Familiarity with Somalia’s Federal structure and Federal Member State governance dynamics is highly desirable
  • Understanding of other relevant regional/international environmental frameworks
  • Excellent facilitation, stakeholder engagement, and high-level policy dialogue competencies
  • Proven capacity to manage and facilitate complex multi-stakeholder consultations
  • Experience working in fragile and conflict-affected contexts is a strong advantage
  • Outstanding analytical and technical report writing skills in English
  • Demonstrated ability to produce high-quality, publication-ready technical reports and policy documents.

For Consultancy Firms

  • Must have a registered company profile with relevant operating experience
  • Must demonstrate availability of a qualified team with defined roles (Team Leader, Legal Expert, Governance Specialist, etc.)
  • CVs of all key team members must be submitted with the proposal
  • Evidence of at least two comparable firm-level assignments must be provided.

REPORTING REQUIREMENTS.

The consultant/firm shall work under the direct supervision of MoECC and shall maintain continuous, responsive coordination throughout the assignment. Reporting obligations include:

  • Regular progress updates to MoECC at agreed intervals
  • Submission of all reports in editable (Word) and PDF formats
  • Prompt responses to MoECC technical review comments within agreed turnaround periods
  • Participation in all scheduled coordination and review meetings
  • Documentation and submission of all consultation records, data, and supporting materials.

Recent bank statement demonstrating financial capacity to implement the assignment
