Somalia Launches Long-Term Low-Emission Development Strategy (LT-LEDS)

The Ministry of Environment and Climate Change of the Federal Government of Somalia Launches the Long-Term Low-Emission Development Strategy (LT-LEDS)

The Minister of Environment and Climate Change, Major General Bashir Mohamed Jama, today officially launched the new long-term low-emission development strategy at the World Green Economy Organisation Pavilion. This strategy outlines Somalia’s development directions for the next ten years.

The ceremony, attended by senior officials, international experts, civil society representatives, youth, women, and Somalia’s close development partners, featured in-depth discussions on the new direction Somalia is taking in climate development, investment, and community resilience.

Minister Bashir highlighted that although Somalia contributes very little to global emissions, it remains one of the countries most vulnerable to climate change. He emphasized that the LT-LEDS clarifies Somalia’s long-term direction by aligning national goals in energy, water, food security, job creation, and natural resource management. It strengthens the development of a low-emission economy that fosters climate-resilient cities and communities, opens the door for large-scale climate financing—including concessional loans, blended finance, private capital, and Article-6 opportunities—and enhances national cooperation by uniting the Federal Government and Federal Member States, where implementation begins. It also ensures intergenerational justice so future generations inherit a greener, stable, and opportunity-rich Somalia.

The event featured panel discussions and reflections on how the LT-LEDS can reinforce NDC 3.0, the National Adaptation Plan (NAP), and the NDC Investment Plan. Participants explored new financing opportunities available to Somalia with a clear long-term vision, the role of youth, women, and the private sector in implementing low-emission pathways, and the link between green economic development and the resilience of Somali communities.

The Minister extended special thanks to the NDC Partnership for funding the preparation of the LT-LEDS, and to all partners supporting Somalia’s climate journey.

“Today, Somalia presents not just a strategy, but a future vision built on resilience, cooperation, and shared ambition,” Minister Bashir concluded.
