Unlocking Climate Finance: Somalia Charts a New Path amid Global Donor Shifts

Second Panel of the National Conference on Environment and Climate Change Discusses Strengthening Climate Finance Pathways

Mogadishu, June 5, 2025 – The second panel of Day Two of the National Conference on Environment and Climate Change in Somalia officially opened under the theme:
“Strengthening Climate Finance Pathways Amidst a Shifting Donor Landscape.”

This critical panel was expertly moderated by Ayaan Harare, the National Climate Finance Unit Coordinator. The discussion focused on establishing sustainable mechanisms for accessing, managing, and scaling up climate finance—particularly in light of the evolving priorities and restructuring efforts of international donors.

Key panelists included:

  • Hassan Mohamed – UNDP Representative in Somalia, who emphasized the role of UNDP in building institutional capacity, enhancing the effectiveness of climate projects, and promoting transparent, accountable systems.
  • Jischea – UNEP, who highlighted the importance of reliable scientific data and performance tracking systems in making informed, evidence-based decisions for environmental action.
  • Salim – FAO, who underlined the need for climate finance to be rooted in the real needs of vulnerable rural communities, particularly farmers and pastoralists who are directly affected by climate change.
  • Esmaraealada – UNICEF, stressed the importance of integrating children and women into climate finance strategies, as they are among the most vulnerable groups impacted by climate change.

The panel also explored new financing opportunities such as emergency-responsive funds, public-private climate funding models, and how Somalia can better position itself to meet the eligibility criteria for global climate finance mechanisms.

In conclusion, panelists emphasized the importance of collaboration between government institutions, international organizations, and civil society to ensure Somalia is resilient, well-prepared, and fully engaged in global climate finance processes.
