1. BACKGROUND

The Ministry of Environment and Climate Change (MOECC) of the Federal Republic of Somalia, in collaboration with the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP), is embarking on a project supported by the Global Environment Facility (GEF). This initiative focuses on the Enabling Activities for the Preparation of the Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC).

The primary aim of this project is to support Somalia in preparing and submitting its Second National Communication (NC2) to the UNFCCC. This submission will not only meet the reporting obligations set by the UNFCCC but also align with Somalia’s national development objectives. As a party to the UNFCCC, Somalia is obligated to periodically report on its efforts and progress in implementing the Convention’s mandates to the Conference of the Parties (COP). These national reports serve as a critical tool for conveying climate change-related information to a broad audience, including national policymakers, institutions, the general public, and international partners.

The process of preparing National Communications (NCs) and Biennial Update Reports (BURs) is instrumental in fostering an exchange of information about the diverse measure’s countries are taking to combat climate change and its impacts. This exchange considers the varying circumstances, responsibilities, and capabilities of each country and provides valuable data to help the COP evaluate the collective progress toward the Convention’s goals. Moreover, following the Paris Agreement, adopted in December 2015 at the 21st COP meeting, signatory countries are now expected to submit Biennial Transparency Reports (BTRs), including National Inventory Reports, every two years from December 2024. This new reporting framework replaces the Biennial Update Reports (BURs) previously submitted by non-Annex I parties every two years.

2. Objectives / Scope of Work

 

The primary objective of this assignment aims to enhance its national capacity and institutional arrangements for effective GHG management to meet its climate goals and commitments under the Paris Agreement. This initiative will support the development and implementation of robust systems for tracking, reporting, and verifying GHG emissions and climate actions. Through assessing and enhance existing national capacities and institutional arrangements for GHG management, develop and implement capacity-building initiatives tailored to the needs of Somali institutions and improving the Measurement, Reporting, and Verification (MRV) systems for accurate GHG tracking and reporting.

3. Expected Outputs and Deliverables

Under the collaborative guidance of the Ministry of Environment and Climate Change (MOECC), the UNDP for Resilience and Climate Change, the consultant will be primarily responsible for achieving the desired outcomes by strengthen national capacity and institutional arrangements for conducting effective Greenhouse Gas (GHG) inventories, while identifying and addressing technical and financial capacity gaps necessary for sustainable inventory systems.as part of the preparation of the Second National Communication for the federal government of Somalia, this includes the below deliverable:-

Assessment Report:

• Conduct a comprehensive assessment of existing national capacities and institutional arrangements for GHG management.
• Evaluate current policies, frameworks, and resources.
• Identify gaps and areas for improvement by comparing with international best practices.
• Highlight specific areas needing enhancement.

Capacity Building Plan:

• Develop a detailed plan with clear objectives, timelines, and resource requirements.
• Include training programs, workshops, and technical assistance.
• Tailor programs to the specific needs of the national context.

Training Modules:

• Create training materials and modules for national institutions.
• Cover key topics like GHG inventory preparation, data management, and reporting procedures.
• Focus on technical skills to ensure effective GHG management.

MRV System Enhancement:

• Propose improvements to Measurement, Reporting, and Verification (MRV) systems.
• Update methodologies, improve data collection processes, and integrate new technologies.
• Ensure tools are user-friendly and accessible.

Stakeholder Engagement Strategy:

• Develop a strategy to engage stakeholders including government agencies, civil society, and the private sector.
• Outline methods for effective communication and collaboration.
• Facilitate regular consultations and feedback mechanisms.

Implementation Framework:

• Establish a framework for implementing capacity-building initiatives.
• Define roles, responsibilities, timelines, and resource allocation.
• Ensure clarity to avoid confusion and ensure smooth execution.

Monitoring and Evaluation Plan:

• Create a plan to monitor and evaluate the effectiveness of capacity-building activities.
• Include indicators, benchmarks, and regular review processes.
• Ensure initiatives meet objectives and deliver desired outcomes.

Progress Reports:

• Provide periodic progress reports to track implementation.
• Highlight achievements, challenges, and recommendations for further action.
• Keep stakeholders informed and engaged.

 

 

4. Schedule of Payments

Payments will be made upon submission and joint approval of deliverables and upon submission of the certificate of payment in line with the expected deliverables.

5. Timeframe / Duration

The initial duration for this assignment is for nine months subjected to the performance.

6. Qualification

Advanced master’s degree in science, Environment, Climate Change, Natural Resource Management, Environmental Engineering, or a related field.

7. Minimum years of relevant work experience

At least 3 years of professional experience working with multiple stakeholders in the development, coordination or implementation of United Nation Convention of Climate Change UNFCCC strategies, policies, plans or projects.

 

8. Technical Experience

Experience in preparing and managing national GHG inventories using IPCC guidelines.

Expertise in developing and enhancing Measurement, Reporting, and Verification (MRV) systems with advanced tools.

Knowledge of national and international climate policies and experience in implementing mitigation and adaptation measures.

Proven track record in developing and delivering tailored training programs and technical assistance.

Skills in engaging with government agencies, civil society, and the private sector, and facilitating consultations.

Proficiency in GIS, remote sensing, forest inventories, and biomass data collection.

Strong skills in planning, execution, and monitoring of projects, with clear role and resource allocation.

Experience in creating and implementing monitoring and evaluation plans with indicators and benchmarks.

Excellent written and verbal communication skills for preparing comprehensive reports.

Certification in GHG management or related fields is advantageous.

 

9. Languages

Fluency in written and spoken English is required.

Institutional arrangement and reporting

Location: The national consultant will be based at the Ministry of Environment and Climate Change, Federal Government of Somalia, in Mogadishu.

Supervision: The consultant will work under the direct supervision of the Director of Climate Change (UNFCCC focal point).

Collaboration: The consultant will closely collaborate with the technical lead to ensure the quality assurance of the documents.
