Minister of State, Ministry of Environment & Climate Change, Federal Republic of Somalia.

Ahmed Omar Mahamed is a seasoned public official with more than 25 years of experience in governance, elections, security, education, and development, both in Somalia and abroad. He currently serves as The Minister of State for the Ministry of Environment and Climate Change, where he focuses on advancing environmental policy, climate resilience, and sustainable development.

Prior to this role, he served as Cabinet Affairs Advisor in the Office of the Prime Minister, supporting inter-ministerial coordination, policy development, and administrative reform. From 2019 to 2021, he was Deputy Chairman of the Jubbaland Independent Boundaries and Election Commission, overseeing key aspects of electoral planning and integrity.

Earlier in his career, Ahmed held senior advisory positions within Jubbaland’s Ministry of Internal Security, playing a central role in shaping policy and developing the regional police force. He also contributed to state-building through roles with the Jubbaland Election Implementation Team and as Regional Development Coordinator in Gedo.

Beyond governance, Ahmed brings a strong background in education. He is a trained bilingual teacher and taught in Norway before moving into social work with the Norwegian Directorate for Children, Youth and Family Affairs. He also worked with the International Rescue Committee during Somalia’s humanitarian emergency in the 1990s.

Ahmed holds an MSc in International Development Studies and a Bachelor’s degree in bilingual education. He is fluent in Somali, English, and Norwegian.
