The capacities of the Somali authorities responsible for environment and natural resource management, both at federal and state levels, will be enhanced to address the ecological challenges and priorities toward improved environmental governance in the country. In doing so, the Ministry of Environment and the Federal Member States will be capacitated towards strengthened environmental management, effective monitoring, assessment and raise awareness of the population including women, youth, and children through environmental education and advocacy.
